Rapid Response Supplemental Funding - Workforce Development & Adult Learning
Recognizing that there may be instances that warrant a need for additional resources to support impacted workers via Rapid Response, MD Labor has established a process for Local Workforce Development Areas (Local Areas) to request additional funds in certain situations.
In order for MD Labor to consider a request, the Local Area must:
- Have obligated at least 80% of its WIOA Title I Dislocated Worker funds on hand, which includes the initial allotment of Rapid Response funds that is packaged as a part of the annual allotment.
 - Articulate a demonstrated need for additional resources to support impacted workers, which may include temporary staffing needs in certain scenarios.
 - Provide a funding proposal that explains how additional funds would be put to use, including:

- Amount requested;
 - Uses of funds;
 - Time period that funds will be used within; and
 - Expected outcomes of funds.

The application to apply for funds can be found below:
Contingent upon the availability of funds, MD Labor’s Office of Workforce Development will consider requests and provide a response to the Local Area within five business days of request receipt.
