The Secondhand Precious Metal Object Dealer and Pawnbrokers
Agency qualifies, licenses and regulates individuals who
trade with the public in secondhand precious metal objects.
This agency also regulates pawnbrokers in those Maryland
Counties that have not established local pawn laws. Secondhand
Precious Metal Object Dealers and Pawnbrokers are regulated
under the provisions of Business Regulation Article, Annotated
Code of Maryland, Title 12 and the Code of Maryland Regulations,
Title 9, Subtitle 25. The Board, in conjunction with local
law enforcement agencies, investigates complaints against
licensees, as well as complaints related to unlicensed practice.
The Board may issue a reprimand, suspend or revoke a license
as well as assess any monetary penalties for violations
of the law and regulations.

DLLR issues a Compliance Advisory concerning the forms of
identification that are acceptable to establish the identity of the seller of secondhand precious
metal objects; a dealer's recordkeeping responsibilities; and a dealer's need to confirm the
successful transmission of transaction reports to local law enforcement agencies.

the basis for regulatory action for which a disciplinary sanction can result.

Guidelines for Completing and Filing Daily Transaction
Reports is a new publication of the Department
that provides assistance and direction to dealers in
meeting the requirements for filing reports to local law enforcement agencies.

Daily transaction report form revised March 8, 2012
The Department of Labor, Licensing and Regulation (DLLR) has revised the daily transaction form
that secondhand precious metal object dealers and pawnbrokers are required to use. Download the
Transaction Report Form (PDF document, 32KB, download
Adobe Acrobat for free).
The new transaction report form must be completed by dealers as the paper support for each
transaction filed electronically with local law enforcement agencies.
Electronic filing of
daily transaction reports is required, effective October 1, 2009.
