Modernization of the Board of Examiners of Landscape Architects Title Act
April 28, 2026 _Annapolis, Maryland - Governor Wes Moore signs into law Senate Bill 256/HB 485, the first comprehensive revision of the original 1971 Title Act. Senator Jason Gallion and Delegate Steve Johnson both sponsored this bill. The various changes to the Act aimed to remove archaic language and clarify qualifying requirements.
- A bedrock of these revisions remained the public's Health, Safety, and Welfare. Key updates include the following.
- The State Board of Examiners of Landscape Architects will hereafter be known as the “State Board of Landscape Architects.”
- “Licensed Landscape Architects” will be known by the designation “Professional Landscape Architects (PLA).”
- The professional experience required to qualify for the State Board service has been reduced, allowing a broader cross-section of landscape architects to qualify for Board service.
- The revision includes a provision of an Emeritus/Retired status for qualified individuals who have been licensed landscape architects for at least 25 years.
Overall, these revisions improve Board governance and professional practice regulations for the foreseeable future. A special thanks on behalf of the State Board to Eli Brennan, Chief of State for Delegate S. Johnson, and Jordan Glassman, Chief of Staff for Senator Gallion, for their invaluable support and dedication throughout this legislative process.
