Maryland State Athletic Commission Meeting Minutes

On Wednesday, February 18, 2026 the Maryland State Athletic Commission meeting was called to order by Chairman David Norman at 3:00p.m. Present were the following: Chairman David Norman, Commissioner Carl Wilson, Commissioner James Wilkins, Commissioner James “Binky” Jones, Matthew Venuti, Assistant Attorney General and Counsel, Aajah Harris, Policy Director for O&P, Jason Curtis, Administrative Specialist, Olga Escobar, Administrative Officer, and Executive Director Johnston Brown, Commissioner Dr. Kristi Hall was absent. This was a virtual meeting with Commission members, Commission staff, and the public using the Google Meets platform. The meeting was recorded.

Approval of commission minutes

Minutes were discussed from the meeting of January 21, 2026. Commissioner Wilson made a motion to approve the minutes and seconded by Commissioner Wilkins. The minutes were unanimously approved.

Approval / cancellation / ratification of commission-sanctioned events

Executive Director Johnston Brown advised the Commission that the following Midget Mayhem Wrestling professional wrestling shows on February 3rd, and February 9th were added after the last Commission meeting. After discussion, a motion to approve the events was made by Commissioner Wilson and seconded by Commissioner Wilkins. The motion was unanimously approved by the Commission.

Executive Director Johnston Brown advised the Commission about the boxing and wrestling events from the previous month. Those events included the following:

A motion to approve the upcoming Voltage Wrestling events on February 20th and March 6th was made by Commissioner Wilson and seconded by Commissioner Wilkins. The motion was unanimously approved by the Commission.

A motion to approve the upcoming Jeter Promotions boxing event on February 21st was made by Commissioner Wilson and seconded by Commissioner Wilkins. The motion was unanimously approved by the Commission.

A motion to approve the upcoming ACW Wrestling events on February 22nd and March 13th was made by Commissioner Wilson and seconded by Commissioner Wilkins. The motion was unanimously approved by the Commission.

A motion to approve the upcoming Ponytail Promotions boxing event on February 28th was made by Commissioner Wilson and seconded by Commissioner Wilkins. The motion was unanimously approved by the Commission.

A motion to approve the upcoming MCW Wrestling events on March 1st, March 13th, March 14th, and March 15th was made by Commissioner Wilson and seconded by Commissioner Wilkins. The motion was unanimously approved by the Commission.

New business

Executive Director Johnston Brown led a discussion over two formal protests of results that occurred on November 15th, 2025 for Shogun Fights. The first discussion was to overturn the results of fight between Chris Rollins and Micah Terrill to a no contest after it was determined by investigation that the use of an illegal replay was used to award the victory to Chris Rollins for an illegal knee by Micah Terrill. After discussion a motion was made to overturn the result to a no contest by Commissioner Wilson and seconded by Commissioner Wilkins. The motion was unanimously approved by the Commission. The second protest was from Ahmet Kayretli, who wanted the decision of his bout against Jesse Stirn to be awarded to him. After discussion, it was determined that the decision would not be changed as no COMAR violation took place during the fight.

Public comments

Boxing Promoter Tony Jeter asked the Commission what the protocols are for changing a decision based on judging and refereeing errors after a bout has taken place.

Boxing Promoter Christen Jeter asked the Commission if they could start sending the promoters a copy of the Official Results after an event has taken place so better allow for promoters to know what fighters are on suspension and for how long. She also asked the Commission what the status of both medical validities increase and the maximum number of round increase was and how soon they would go into effect. Finally, she asked for clarification on where the Commission came up with 52 being the new maximum for rounds in boxing.

Adjournment

Chairman Dave Norman called for a motion for adjournment at roughly 3:28 pm that was made by Commissioner Wilson and seconded by Commissioner Wilkins. The motion was unanimously approved by the Commission.
