Licensing, Prevailing Wage, and Apprenticeship - Office of Apprenticeship

Apprenticeship programs ensure that workers have a safe, accessible, and clear path to career development and training. Apprenticeship sponsors and their employers are responsible for ensuring that all apprentices are protected, properly classified, and properly registered according to the program's standards of apprenticeship.

Apprentice Licensing

Certain occupations require that apprentices hold a license during training. It is important for sponsors and employers to know licensing requirements that apply to their apprentices and to ensure that apprentices always work under a valid license where required.

Failure to comply with licensing requirements can result in penalties, delays in work or training, and deregistration. Information and applications for common apprentice licenses can be found below:

Questions about licensing, examinations, and other requirements can be directed to the Division of Occupational and Professional Licensing.

Some occupations, such as those in healthcare or education, may be subject to licensing and training regulations from other agencies.

Sponsors and employers with apprentices who work in multiple states must ensure that their apprentices comply with licensing requirements in any jurisdiction where work is performed.

Prevailing Wage, POWER, and Davis-Bacon Related Acts

Contractors who perform work on certain state or federally-funded projects, such as the construction and maintenance of public buildings, are bound to certain wage and working condition requirements. These requirements are dictated by state and local prevailing wage laws, POWER requirements, or federal Davis-Bacon and Related Acts regulations.

Apprenticeship sponsors and employers who bid or employ Registered Apprentices on prevailing wage or Davis-Bacon projects, must ensure that their apprenticeship programs and apprentices are properly registered with the Maryland Department of Labor.

The Providing Our Workers Education and Readiness (POWER) Apprenticeship Act establishes requirements for contractors or subcontractors awarded a covered contract of at least $500,000 for a capital construction project that receives at least $1,000,000 or more from the State’s Capital Budget. Contractors or subcontractors covered under the POWER Apprenticeship Act must register using the Maryland OneStop portal.

Delays in registration, misclassification, improper licensing, and non-compliance can result in penalties and deregistration.
