About the Deputy Secretary

Angela Cabellon, Deputy Secretary for Modernization
Maryland Department of Labor

Angela Lagdameo Cabellon serves as Deputy Secretary for Modernization of the Maryland Department of Labor, which connects Marylanders to good jobs; protects workers, consumers, and the public; and fosters economic growth. A core part of her work leading the agency’s modernization efforts is her focus on a successful launch of Maryland’s new Family and Medical Leave Insurance program.

Cabellon is an accomplished public sector executive with more than two decades of leadership experience spanning state and local government innovation, policy, workforce development, and social services. She recently served as Chief of Staff to Howard County Executive Ball, where she oversaw strategic initiatives and community investment within a $3 billion budget. Cabellon also oversaw data modernization and accelerated digitization as Howard County’s first Chief Innovation Officer, launching the County’s public performance dashboard. Notably, she was the incident commander for the COVID-19 pandemic.

Her career also includes serving as Assistant Secretary of Maryland Department of Human Services; Social Service Officer for Montgomery County Department of Health and Human Services, and Senior Analyst of Governor’s Office of Policy. 

A graduate of the Harvard Kennedy School and the University of Maryland, Cabellon is recognized for her collaborative leadership, strategic vision, and commitment to building innovative and equitable public institutions. She has twice been named a Top 100 Women honoree by the Maryland Daily Record for her contributions to public service and community leadership.
