FROM: Keith L. Goddard, Assistant Commissioner

SUBJECT: Implementation of Voluntary Protection Program in Maryland

EFFECTIVE DATE: January 1, 1999

DATE: December 21, 1999

A.  ACTION:

1.  The Commissioner or authorized representative shall ensure that personnel and resources are available to carry out VPP in Maryland, which will contribute to our goal of improving safety and health programs within Maryland workplaces.

2.  MOSH personnel shall include Attachment A in their Field Operations Manual

3.  The VPP coordinator shall conduct training on Chapter XIV and its impact on compliance, consultation and training activity.

B.  BACKGROUND: In keeping with our goal to reduce workplace injuries and illnesses through improved safety and health programming, MOSH is initiating a Voluntary Protection Program, available to qualified Maryland employers, to recognize their existing commitment to worker safety and health issues. MOSH’s use of VPP will be beneficial by allowing us to concentrate our resources in areas where compliance efforts are most needed.
