The Mutual Recognition Agreement (MRA) is a pathway for foreign applicants to gain licensure in the United States. Signed in August 2024 between the National Council of Examiners for Engineering and Surveying (NCEES) and the UK Engineering Council, this agreement facilitates professional mobility for UK Chartered Engineer (CEng) who also hold the International Professional Engineer (IntPE) title. Maryland is a participating state board in this agreement.

Under this agreement, the standard U.S. Fundamentals of Engineering (FE) and Principles and Practices of Engineering (PE) exams are waived for qualified UK applicants, provided they complete an NCEES record detailing their education, work experience, and professional references.

An applicant may qualify for a Maryland Professional Engineer license by MRA reciprocity if you meet the following conditions:

  1. You are a U.K. chartered engineer (CEng) applying specifically for a Maryland Professional Engineer license.
  2. Your MRA NCEES record has been successfully transmitted to, and received by, the Maryland Board for Professional Engineers.
