An applicant may qualify for licensure by reciprocity who:
  1. is licensed to practice Professional Engineering in another state, territory of the U.S. or a foreign country, and
  2. a) provides adequate evidence that, at the time the applicant was licensed in the other state, the applicant met qualifications that were equivalent to the requirements then required by the laws of Maryland, or
    b) at the time of the application for a reciprocal license the applicant meets the current requirements governing education, experience and examination.
