Frank Skinner recognized for work to prepare Maryland’s BRAC-ready workforce
BALTIMORE, MD (March 14, 2011) – Maryland Department of Labor, Licensing and Regulation (DLLR) Secretary
Alexander M. Sanchez congratulated Frank Skinner, Director of Special Projects in DLLR’s Division of
Workforce Development and Adult Learning, for winning the American Society of Public Administrators’
(Maryland Chapter) Rising Star Award earlier today. Mr. Skinner oversees DLLR’s workforce preparations for
Base Realignment and Closure.
“We are all incredibly proud of Frank and the work he has led to ensure that Maryland remains BRAC-ready.
Base realignment will create tens of thousands of jobs for Marylanders this year,” Secretary Sanchez said.
“We have a responsibility to the rest of the country to build a skilled and talented workforce to fill the
BRAC jobs coming to our installations. Frank works tirelessly to ensure we meet that responsibility.”
“Frank Skinner has made a heavy lift and ensured Maryland will stay BRAC-ready. I’ve had the good fortune
to work closely with Frank and know that he is a big part of why other states are looking to Maryland as the
national model for mission growth planning,” said Lt. Governor Anthony G. Brown, chair of the Governor’s
Subcabinet on BRAC. “BRAC will require a highly-educated, highly-skilled workforce. Under Frank’s leadership,
DLLR has successfully implemented a variety of initiatives and programs to train our BRAC workforce.”
Base Realignment will create as many as 60,000 new jobs in Maryland over the next several years, including
20,000 this year. Under Mr. Skinner’s leadership, DLLR has played an important role in Maryland’s
preparations for BRAC. Mr. Skinner helped lead efforts to establish specialized certification training
programs at more than 25 colleges and universities and administers a $4 million Department of Labor grant
that established the Workforce ONE Maryland initiative. The Workforce ONE projects have helped train nearly
640 Marylanders for high-paying jobs in BRAC-related industries. Frank also led efforts to establish
DLLR-operated One Stop Centers in Ft. Monmouth, New Jersey that have provided nearly 13,500 future
Marylanders with services and information about our state.
Before joining DLLR’s staff, Mr. Skinner completed a Governor’s Fellowship, spending more than a year
working as a fellow assigned to the Governor’s Subcabinet on Base Realignment and Closure. The Subcabinet
also received the Achievement Award for State Agency Public Service.
