The Maryland Racing Commission proposes to amend Regulation .19 under COMAR 09.10.02 Harness Racing. This action was considered by the Maryland Racing Commission at a public meeting held on April 15, 2014, notice of which was given by publication in 41:6 Md. R. 407 (March 21, 2014), pursuant to State Government Article, §10-506(c), Annotated Code of Maryland.

Statement of Purpose

The purpose of this action is to allow the Maryland Racing Commission to issue multi-year licenses to standardbred owners, trainers, and drivers at the same annual cost as the current 1-year licenses.

There is no corresponding federal standard to this proposed action.

The proposed action has no economic impact.
