Criminal Background Checks and Fingerprint Services - Maryland Licensing of Secondhand Precious Metal Objects Dealers & Pawnbrokers

 

Criminal Background Checks

Each dealer applicant and employee who engages in precious metal or pawn transaction must have a state and federal criminal history records report. This report is reviewed by the Secondhand Precious Metal Precious Metal Object Dealers and Pawnbrokers Program in conjunction with the Maryland Criminal Justice Information System (CJIS) and the United States Federal Bureau of Investigation (FBI). Upon a satisfactory report from the State Police the dealer will be issued a license as a dealer or the employee will be authorized to conduct precious metal or pawn transactions on behalf of the dealer.

Fingerprint Services

Each applicant for a dealer’s license and each employee who will be responsible for precious metal or pawn transactions on behalf of the dealer must submit to a criminal history records check. The Department of Public Safety and Correctional Services provides a list of authorized fingerprint service providers. These providers are located regionally throughout the state. Fingerprints are taken digitally. To ensure that your criminal history record is received by the Department, you must provide the vendor with both of the following authorization codes:

Dealer Reporting of Employee’s

ALL new employees who will be responsible for precious metal or pawn transactions on behalf of the dealer need to submit to a criminal history records check. That individual will need to complete the Dealer Report of Employee application.

  1. Complete ALL 3 pages of the application
  2. Take application w/them to fingerprinting vendor, showing them the 3rd page “Live Scan Pre-Registration Application” making sure to point out the FBI & CJIS Authorization numbers.
  3. Once the fingerprinting is finished, Mail ALL 3 pages of the form AND the fingerprinting receipt to…
