Disciplinary Actions - Maryland Board for Professional Engineers

 

08-PE-08 Peter Seckinger was denied renewal of his PE license pursuant to Section 14-317 for conviction of a felony not related to the practice of engineering. The Board stated that it is willing to reconsider reinstatement following successful completion of two years of probation.  License reinstated as of October 16, 2008. (12/21/07)

07-PE-05 Marc A. Marzullo, PE was fined $1,500 pursuant to Section 14-317 for signing and sealing plans which he did not prepare or supervise the preparation. A reprimand has been placed against his Maryland Professional Engineer licenses #12913. (1/10/08)

06-PE-11 Antoine Foy was fined $1,000 pursuant to Sections 14-501 and 14-502 for practicing engineering without a Maryland license. (5/16/07)

04-PE-03, William H. Smith was fined $1,000.00 for violation of Section 14-502, for misrepresenting his licensing status and types of services he and his firm were authorized to offer. (6/9/05)

05-PE-01 and 05-PE-02 John L. Markwalter III was fined $5,000.00 for each violation of Maryland Annotated Code 14-501, 14-502, 14-503, and 14-504(a) for a total of $20,000 for practicing engineering without a license and misrepresenting his credentials to the public and using the license of another. (1/10/08)

07-PE-03 John D. Elder was fined $2,000.00 and his Professional Engineer's license #14704 suspended for 120 days as of August 24, 2007 for violation of Maryland Annotated Code 14-317(a(1)(i) and (iii) by repeatedly failing to acknowledge convictions for one felony and multiple misdemeanors related to the practice of professional engineering and drug-related offences. 04-PE-13 Carl D. Jones was fined $5,000.00 and his Professional Engineers license #3437323 was suspended for 180 days as of September 1, 2007 for gross negligence, incompetence, or misconduct and knowingly violating provisions of the code of ethics which are violations of Maryland Annotated Code 14-317(a)(1)(iv)and (v) and COMAR 09.23.03.01 and 09.23.03.09A. 00-PE-01 – John Ferri was fined $2,000 for violation of §§14-501 and 14-503 for practicing engineering without a license and affixing the seal of a professional engineer without that individual’s knowledge or consent. (4/18/01)

00 -PE-07 – Emil Germanos’ License No. 6894 was suspended for 30 days for violation of §§14-317 (a)(1), (4) and (6) and COMAR 09.23.03.09 and .10 for deceptively using his professional engineer’s license, violating the Code of Ethics and gross negligence or misconduct.

01-PE-06 – Bernard Witt was fined $3,000 for violation of §§14-501, 14-503 and 14-301 for practicing engineering without a license and using a license number and seal of a professional engineer without that individual’s knowledge or consent. (3/20/02)

02-PE-03 – John Wen-Hsing Huang, a professional engineer, consented to a reprimand for violation of §14-317(a)(4) for signing and sealing architectural documents. (5/15/02)

03-PE-10 and 03-PE-12 - Juan A. Cabrera was fined $15,000 for violation of §§ 14-501, 14-503, and 14-504 for practicing engineering without a license and using the license number and seal of a professional engineer without that individual's knowledge or consent. (11/17/03)
