Written Hazard Communication Program - Right-to-Know - Access to Information About Hazardous and Toxic Substances - Maryland Occupational Safety and Health (MOSH)

The Maryland Access to Information About Hazardous and Toxic Substances Law, Code of Maryland Regulations (COMAR) 09.12.33, and 29 CFR 1910.1200 require every employer to prepare a written hazard communication program specific to each facility.

The written program must include a description of:

• How employees gain access to the chemical information list and material safety data sheets (MSDS),
• How containers are labeled,
• The employee training program,
• The hazards associated with chemicals in unlabeled pipes, and
• The means the employer will use to inform employees of the hazards of non-routine tasks such as the cleaning of reactor vessels.

The written program must be available to employees, their designated representatives, and representatives of the Commissioner of Labor and Industry.
