Purpose: This Instruction adopts the OSHA Longshoring and Marine Terminals "Tool Sheds" Directive. This instruction provides guidance to MOSH personnel concerning OSHA's policies and procedures for implementing intervention and inspection programs to reduce or eliminate workplace hazards in longshoring operations and at marine terminals (collectively known as the "marine cargo handling industry"). Further, this instruction provides current information and ensures consistent enforcement of OSHA's marine cargo handling industry standard (29 CFR Parts 1917 and 1918).
 
Scope: MOSH-wide.

Summary:

The Instruction provides guidance to MOSH personnel concerning OSHA's policies and procedures for implementing intervention and inspection programs to reduce or eliminate workplace hazards in longshoring operations and at marine terminals (collectively known as the "marine cargo handling industry"). This document also includes Outreach and training resources to enhance effectiveness of this effort. This instruction provides MOSH compliance officers and consultants, and other interested government and industry parties, with information to support marine cargo handling industry intervention efforts and to minimize employee exposure to hazards.

Action:

  1. MOSH compliance and consultation personnel shall ensure OSHA Directive CPL 02-00-154 is utilized while preparing for and performing on site inspections and visits to longshoring operations and marine terminals.
     
  2. Supervisors shall ensure that this instruction is reviewed with all compliance officers and consultation staff.
     
  3. Wherever the OSHA Instruction references job titles and offices, the equivalent MOSH job title or office shall apply.
