In addition to the Transition Council and work group meetings, the Council hosted six regional town hall meetings to answer questions and gather input from adult and correctional education stakeholders across the State. Howie, DLLR Assistant Secretary for Workforce Development Andy Moser, Assistant State Superintendent Katharine Oliver and MSDE Director of Correctional Education Mark

Throughout the meetings, the most common theme was concern over what, if anything, would change as a result of the transition of Adult and Correctional Education from MSDE to DLLR. Teachers asked if they would keep their jobs, to which MSDE and DLLR representatives answered that they would. People raised the issue that some students have no intention of getting a job and that they just want to learn to read. They asked if DLLR intended to keep all family literacy programs intact, to which DLLR representatives responded in the affirmative. DLLR and MSDE also answered affirmatively that ESL students would continue to receive the same lessons, whether they ultimately want to get a job or not.
Another common question was the state of GED testing during and after the transition. Practitioners wanted to know if they will be able to continue to schedule testing during the actual transition in July 2009. MSDE and DLLR said that they are collaborating to minimize disruption to testing services. Teachers were assured that they there was no plan to change the current facilities for GED testing.
MSDE and DLLR stressed at all the town hall meetings that all current grantees will continue to receive funding through 2010. There will be no changes in the way grants are let until 2011. This gives them time to continue to work on and discuss any changes to adult and correctional education services in Maryland.
